What is violence? Usually, talking about violence, we mean cruelty. But in saying of Goethe word "violence" has a different meaning: the prohibition, restriction of freedom. Hence, the message is that society can control the behavior of the people by peaceful means, using the laws and public morality.

I can not disagree with the German writer and philosopher Goethe. The society has a mechanism of social control - toolkit, which is used by society for its preservation and proper operation. Soc. control can implement by the political and legal system, public morality, as well as the professional system and a system of informal requirements. And all these are peaceful forms of regulation of human behavior: they are carried out by social sanctions, that are incentives and penalties to promote compliance of social norms.

The argument can serve as an example. Suppose a man wants to steal something or commit murder. However, no matter how strong his desire is to delinquent behavior, society forbids him to do it: firstly, the law prescribes punishment for committing a wrongful act, and secondly, public morality is likely to blame. Or a person wants to break the planted trees in the park, to pick flowers, but he knows that the company will apply to him for a formal (brought to administrative responsibility) and informal (friends no longer communicate with him, colleagues no longer say hello to him, and so on.) negative social sanctions.

Thus, completing the argument over this burning issue, I conclude that, although social sanctions are likened to the violence (in fact neither restrict the freedom of man), yet it is a peaceful way to violence, as he directed the development of society and the preservation of order in it.
